EMCS-Solers Partners, LLC is a joint venture between EMCS, LLC and Solers, a wholly-owned subsidiary of Peraton under the SBA's 8(a) Mentor Protégé Program, specifically created for GSA's 8(a) STARS II. Founded in 2003 as an information technology and engineering services company, EMCS provides program management, systems engineering, software development, information technology, data management and statistical analysis, geospatial information systems, and operations and maintenance services to customers across the US government including NASA, NOAA, IRS, DISA, FAA, any many more.
Founded in 1998, Solers, is an innovative Information Technology solutions provider to the Department of Defense, Intelligence Community, other federal agencies, and commercial customers. Solers' partnership with these customers and the solutions they employ directly support mission objectives and critical national security imperatives. Leveraging its CMMI Level 3 and ISO 9001 appraised processes, Solers has established a successful record of achievement in the areas of software engineering, systems engineering, and systems integration.

An Order may be issued with a period of performance (PoP) of up to seven years from the date the Order is placed. Orders that may run beyond the final day of the underlying basic contract are limited to three years beyond the final day of the basic contract, which means all orders have to be substantially completed by August 30, 2024.
Program Description:
8(a) STARS II, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. With a $10 billion program ceiling and a five year ordering period, 8(a) STARS II allows for long-term planning of large-scale program requirements while strengthening opportunities for 8(a) small businesses.
Constellations / Functional Areas (FAs):
Two Constellations Based on Industry Accreditation: 8(a) STARS II industry partners are classified in two Constellations. Industry partners in both Constellations have competitive pricing and technical proficiency. Constellation II also includes industry partners with an additional industry credential, such as Capability Maturity Model Integration (CMMI) or ISO 9001 (quality management system).

Access To Multiple Types Of Task Orders:
8(a) STARS II offers fixed price, time and materials, labor hour, and blended task order types, providing greater flexibility in procuring different types of IT products and services and meeting your mission requirements: 8(a) credit can be easily transferred back to client agency via the Federal Procurement Data System (FPDS).
Directed Task Orders Up To $4 Million Each
8(a) STARS II allows for directed (i.e. sole source) task orders up to $4 Million, including options. Orders more than $4 Million must be competed among the industry partners in the chosen constellation and functional area.
